The negotiations of the terms of CETA were concluded in October 2016. On 30 October 2016, the Council of the European Union took a decision on signing of the agreement, and on its provisional application until its ratification by all the Member States of the European Union, which is expected to take place within 2 years.
In practice, the provisional application mechanism means that the ratification of the agreement by all the Member States of the Union is not necessary for the actual application of the majority of CETA provisions. Once the agreement was approved by the European Parliament on 15 February 2017, and the subsequent notification was made by the EU Council to the government of Canada and appropriate legislation was adopted by the Canadian parliament, for the most part, the agreement came into force on 21 September 2017.
